The Québec Immigrant Investor Program (QIIP) is set to reopen on January 1, 2024, with new regulations published by the Government of Québec. The QIIP is unique among Canadian business immigration programs in that it does not require the applicant to establish or buy a business, employ Canadians, or invest their money at risk. Instead, the program is a passive investment business immigration program. To be eligible for the program, applicants must have 2 years of management experience, a legally accumulated net worth of CAD$2,000,000, completed studies equivalent to secondary education in Québec, and demonstrate proficiency in French at an intermediate level. Additionally, applicants must make a CAD$200,000 contribution to the Government and a CAD$1,000,000 fully guaranteed five-year investment in a government bond within 120 days of approval. The government also announced plans to admit up to 7,900 people in Québec’s business categories in 2024, representing an 83% increase from the projected number for 2023. This increase will help clear the backlog of QIIP applicants whose cases are currently with IRCC.
